Jose Canseco’s intake of steroid is justified by medical needs by he doesn’t have a TUE

The former player of the Major League Baseball Jose Canseco rejected to submit to a test for steroid, when he tried to return to the Mexican Baseball League. It was earlier confirmed that the “Tigres de Quintana” of Cancun agreed to give him the 2nd  chance and invited him to join to the team.
This baseball player refused to submit to analysis for steroids that had to be done by officers of the Mexico’s National Commission for Physical Culture and Sport (CONADE). CONADE is government agency that controls Olympic sports in Mexico.
The CEO of the “Tigres de Quintana”  Cuauhtemoc Rodriguez Meza proclaimed that Jose Canseco would not be allowed to play for the team because he had acknowledged that he administered banned drugs.
Jose Canseco admitted that he was on testosterone replacement therapy under supervision of a physician in the US. He said that he was on TRT since 2008. Jose Canseco was not surprised by the requirement to submit to urine analysis for steroids. This sportsman wrote on his Twitter account last month that the Minor League Baseball would have testing for prohibited preparations.
It is known that  a sportsperson is allowed to use steroids for TRT and compete, if he/she has acquired a therapeutic use exemption (TUE). A TUE allows usage of forbidden preparations, if it is justified by medical conditions.
It is evident that Jose Canseco has prescription from his doctor that supports his need to receive TRT. But he doesn’t have any TUE for usage of testosterone.
Canseco has openly stated that he had a prescription from his doctor to use testosterone as a part of testosterone replacement therapy. He wrote about  this factor in a documentary in 2008. He confirmed that he discontinued administering illegal steroids and was experiencing hypogonadism which was caused by steroids. Then his doctor prescribed him administering a testosterone gel to escape from side consequences of steroids.
You see that Jose Canseco’s administration of steroids is justified because he has medical support for usage. But since he doesn’t have any TUE, it is unclear whether he would join the team that has steroid testing.
The CEO of “Tigres de Quintana” claimed that he had known that Jose Canseco was on TRT but he invited him to play, just with a TUE.
